Sally D. Díaz Roldán

Is a Principal Project Manager with a legal and business background and more than 15 years of experience in project management, disaster recovery, regulatory compliance, community development, and federally funded programs. At Quantum Consulting Group, she leads cross-functional teams, coordinates complex projects, manages project documentation, and provides legal, regulatory, and strategic support.

Her professional experience includes supporting disaster recovery initiatives for the Federal Emergency Management Agency and the U.S. Small Business Administration. She has extensive knowledge of FEMA programs, SBA disaster operations, Environmental and Historic Preservation compliance, floodplain management, hazard mitigation, environmental assessments, stakeholder coordination, and recovery planning.

Sally holds a Juris Doctor, a Master of Business Administration, and a bachelor’s degree in Communications. She is admitted to the Puerto Rico Bar and has completed specialized training in environmental compliance, FEMA programs, OSHA, emergency response, environmental site assessments, construction permits, and federal award requirements.
